Overview
European Union Nationals enjoy the right of free movement within European Union Member States and therefore are entitled to live, work, study and even retire in another Member State. However, notwithstanding that the freedom of movement is protected at EU level, European Union Nationals are still required to follow certain procedural formalities to exercise their right to free movement. Such formalities include applying for a residence document evidencing one’s immigration position in Malta.
In Malta, a Residence Card may be obtained by European Union Nationals on the basis of any of the following grounds:

Economic Self-Sufficiency
A European Union National is not obliged to work while residing in Malta if he can show that he has sufficient means to support himself and any family members accompanying him. There are certain requirements which must be adhered to in this regard such as proof of sufficient capital.
Employment or Self-Employment
European Union Nationals and their family members may work and seek employment in Malta and may also set up a business in Malta.
Students
A European Union National enjoys the right to study in Malta by enrolling in a recognized educational institution. EU students must show that they have enough resources to support themselves and will not become a burden on the State.
Family Members
Non-EU nationals are entitled to reside in Malta pursuant to the free movement of persons in order to accompany their European Union National family members. This applies to spouses, as well as children and grandchildren under the age of 21 years.
Permanent Residence
Once a European Union National has been residing in Malta for a continuous period of 5 years and has not been absent for more than 6 months per year during this period, such European Union National may apply for Permanent Residence in Malta.
